This tool is for shaping top sheets tip and tail.  We also really like the consistent pull it has for removing the titanal "2nd edge".  To set for 2nd edge, adjust the panzar file so it only covers the titanal.  Work the side until it meets the ski edge and pay attention not to cut into the ski edge.
